Take one lunch bag and cut the end off that has the base that it stands on. The bag will then have two openings.

Use the scissors to cut from one side to the other leaving about 1/2 inch-1 inch at the top intact.

Repeat until the entire bag is cut the same way and it will look like fringe.

Cut through at the top so that the entire bag is able to lay out flat.

Add candy to the second bag and use your hands to twist the top of the bag tightly.

Add some hot glue to the top of the bag and wrap the “fringed” bag around the top, adding more hot glue as needed to secure.

Stick the lollipop stick into the top of the bag. I like to add some hot glue to secure it.

Tie the gift tag onto the top of the bag.
